NPS Autonomous Bodies

Central Autonomous Bodies who have joined on or after 1st January, 2004 are mandatorily covered under NPS. Ministry of Finance, vide Office Memorandum No 1 (2)/E.V./2007 dated June 30, 2009 has stated that these organisations may also be permitted to shift to a defined contribution pension scheme i.e. NPS in respect of employees who have joined before January 01, 2004.

How to Register for NPS Central Autonomous Government Bodies

The National Pension System Trust or NPS Autonomous Bodies are a specialised division of the Pension Fund Regulatory and Development Authority (PFRDA), under the Indian Government Ministry of Finance’s jurisdiction. Central Autonomous Bodies are government entities that are substantially financed by Central Government grants (around 50%). As a part of the public service sector, it has substantial control over its affairs and is otherwise independent.

Eligibility for Registration Under NPS Autonomous Bodies?

All Indian nationals are eligible to apply. However, you should not have any criminal proceedings pending against you in a court of law under the country’s jurisdiction. There are additional requirements also for an eligible citizen of India, whether resident or non-resident:

  • Age between 18-60 years on the date of submission of the application to the Point of Presence (PoP)
  • Compliance with the Know Your Customer (KYC) norms
  • The Central Government introduced the NPS w.e.f January 1, 2004. Except for the armed forces, all Central Government employees joining on or after 01-01- 2004 are mandatorily covered under NPS.
Registration Process for NPS KFintech

Opening an NPS account for NPS KFintech can be done online or by visiting your nearest Point of Presence.

  • Through PoP: Applicants are required to submit a duly filled in Subscriber Registration Form (CSRF) along with supporting KYC documents to the PoP branch.
  • Online (through eNPS): Applicants need to visit the eNPS website and register with their Aadhaar or PAN card details.
FAQs on Nodal Office Registration of National Pension System
1. How are the Nodal Offices identified in the CRA system?

Nodal Offices possess a unique number that is allotted by the CRA on successful registration of that entity. On successful registration, Nodal Offices get unique registration numbers such as PrAO/DTA/ PAO/DTO/ CDDO/ DDO.

2. What are the details to be submitted by the Nodal Offices for registration in CRA?

Provide all the compulsory details such as the name of the office, address, telephone number, official e-mail ID, ministry details and PrAO/DTA/PAO/DTO/CDDO/DDO Code, and submit the registration form, duly signed by the authorised signatory of the respective Nodal Office

3. How is PrAO/DTA registered in the CRA system?

PrAO/DTA shall submit a duly filled application (Annexure N1) for registration. A unique PrAO registration number is allotted upon submission. On successful registration, CRA shall send an intimation vide letter to the PrAO about the details of registration and dispatch their user ID, I-PIN and T-PIN for accessing NPSCAN/CRA system and CRA Call Centre.

4. How is a PAO/CDDO/DTO registered in the CRA system?

The procedure is the same as provided in question 3, but the form that needs to be filled is Annexure N2.

5. How is a DDO registered in the CRA system?

DDO shall submit the Annexure N3 form to its PAO/CDDO/DTO. The procedure of verification and registration is the same as provided in question 4, although prior to forwarding the PAO/CDDO/DTO registration forms to CRA, they must be registered under NPS.

6. Can a Nodal Office be registered as a PrAO cum PAO/CDDO cum DDO as well?

Depending upon the architecture adopted by the office, Nodal Offices can be registered in the following manner (under specific circumstances):

  • PrAO cum PAO/CDDO - Nodal office should submit the Annexure N1, N2 and N3 forms to the CRA for registration.
  • PAO/CDDO cum DDO - Nodal office should submit the Annexure N2 and N3 forms to the CRA for registration.
  • PrAO cum PAO/CDDO cum DDO - Nodal office should submit the Annexure N1, N2 and N3 forms to the CRA for registration.
7. How can a DDO access the CRA system?

A DDO can log in to the CRA system using the user Id (10-digit DDO registration number issued by CRA after successful registration) and PIN provided. Once the request is authorised by the associated Nodal Office (PAOs/DTOs), the password gets activated, and the DDO can use the same to log in to the CRA system.

8. What will a Nodal Office do in case it forgets/loses the I-PIN/T-PIN?

Nodal Offices can reset the I-PIN online through the CRA system by using any of these two options:

  • Reset password using secret question
  • Instant reset I-PIN
9. How can Nodal Offices modify their details registered with CRA?

The Nodal Offices shall notify CRA about a change in the details registered with CRA by sending a request on its Office Letterhead containing details of the change authorised by the respective PrAO/DTA.

Standard Operating Procedures : They must follow all the strict requirements surrounding registration, contribution upload process, fund transfer details and policy on inter-sector shifting.

Demo : Demonstrations are related to capturing withdrawal requests and authorisation of withdrawal requests, following its guidelines.

NPS Operating Guide : The PrAO DTA follows a framework regarding the oversight monitoring office, while the PAO DTO is also required to adhere to rules.

Training : Anyone can request the NPS system regarding available investment decisions.

    Registration of Nodal offices

Principle Account Office (PrAO) functions as oversight mechanism has to submit Form N1 for PAO registration under respective CAB. Pay and Account Office (PAO) performs the day to day activities on behalf of the subscribers have to submit Form N2 for PAO registration under respective CAB. Drawing and Disbursing Officer (DDO) is responsible for collection and forwarding of Subscriber details like registration, maintenance; contribution etc. has to submit Form N3 for DDO registration under respective CAB. Please note: CABs with single office has to provide all forms and will be registered as PrAO cum PAO cum DDO office.

What is Subscriber Contribution file?

Subscriber Contribution File (SCF) is a file containing the details of the contributions of Subscriber (Own and Co-Contribution if any) towards the pension fund. It is a standard format specified with contribution details of Subscribers which has to be uploaded in CRA system by Nodal Office.
